Majority among the Minorities & factors responsible for underdevelopment


It is also a subject of study honestly the factors responsible for the lowest development of Muslim community comparatively, the majority community among the minorities.{The govt. should form the policies on the basis of the findings of the academic exercise. Sad, this community has been used for political benefit i. e. as a vote bank only and up to certain extent the leaders of this community are more responsible.}

Minority Card

The sound of the word ‘Democracy’ gives us pleasant feelings as it reflects to our fundamental rights and justice. No doubt the Democracy in India is very impressive example for the world. However the biggest demerit is that some of the laws and the policies that the government promises time to time do not get either implemented/ or not implemented properly. There is no basic defect/s in the policies. The reason of not getting the policies implemented properly is the vested interest of the compact triangle of Politician –Business Houses-Beauracracy. Some time the policies are implemented for a section of a segment of society from where the politician get support and rest of the segment remains neglected. One of such example is minority community. In real sense there are only two categories, in which the people are divided at any level, and these are rich and poor/ deprived class irrespective of religion, caste-tribe, minority/majority. The common concept of minority resembles to Muslims and every political party is in the habit of searching for the moment to get the favour of this segment of the minorities. However Muslims are in majority among the so-called minorities in India. No political party seems to have interest in seeking support of ‘Parsis’, they do not talk about them. The Parsis community is in minority in real sense as their population is in thousands only and their growth rate is diminishing. But no body wants to give attention on them, as voters are less in number and on the other hand the Muslim community has an effective role at the time of any political election, have attention in Political Parties. Samajwadi Party is stick to include reservation of Muslim women in the Reservation quota of Women’ Bill but they do not talk about the rest of the segment of the minorities. Lok Janshaki Party is also calculating Muslim as the nucleolus for rotating the Election electron around the Political Orbit.
The purpose of this is to suggest that a Government should give attention on the development of the weaker section/deprived class, irrespective of the so-called measurement by the term used based on religion, caste or strength of population of a community. This will certainly bring harmony in our multi-religious society. Fighting takes place by uneven distribution of opportunities/bias attitude among the different segments of the society. The population of Parsis is diminishing, so, the attention should be given on this aspect and the strict measures should be adopted where fertility rate is high to control the aggregate population growth of India. The numbers of all communities can never be equal. So, it is the time to redefine the terminology of minorities with respect to main principle equality and justice for all. A comparative study should also be done about the level of development among the different communities of the minorities and certain guidelines may be laid down for the development of the majority among the minorities.

Yamuna JIYAOO



Water transport cum reservoir in Delhi in Yamuna River:

“………… The steamer service could be made well connected with the road transport up to certain points from Wazirabad to Akshardham in Delhi which would be a source of revenue out of the international and domestic tourists. The money earned out of it could be utilised for its maintenance.”….
“…………….. This time money should not be expended without keeping monitoring of the work done and the installments should also be fixed. The next installment should only be released after satisfactory progress done certificate issued by the competent authority who has to bear accountability of the project endorsed by the Minister of tourism and /or Urban Development.”

It is a strange that Delhi is facing scarcity of water while the holy River Yamuna is flowing in the heart of the city. Delhi could be more beautiful if the due care had been taken up for the river and water crisis would never have been arised. Hundreds crores of Rupees was extended for cleaning the river for no result. And more interestingly no inquiry was commissioned in this regard. The desire of undue advantage, which leads to corruption, is the basic cause of failure of any noble plan.

It has become a fashion to pass on blame on others for any type of loss and wash our own hands and do publicity of our own cleanliness/ fairness/ honesty/ loyalty etc. This type of attitude may be seen at nuclear level of a family up to compound level at political platform. None of them feel guilty and accept their fault and do not do commitment to not repeat it, as the desire of un-due advantage has become our moral at any cost. The efforts are needed to highlight and make the people aware about the actual disadvantages of this attitude of people’s representatives for society and country as a whole.

 The lack of awareness and most of the time irresponsible attitude we waste Drinking water, which is being in scarcity day by day. If we have to stop its scarcity and easily available to every one, it is the duty of every individual and at community level as well as at Government level to do best possible efforts to stop wastage of drinking water and to restore the natural rainy water up to an optimum level so that it could be utilised and overcome its scarcity. It is the duty of the Government to run such programme at block level about the storage of rainy water. The old concept of ‘Taalab’ has been disappeared. It is one of the reasons of downing the ground water level.

The Government should take an initiative to remove the sand of the riverbeds of Yamuna River in Delhi up to the depth required for floating for steamers and furnish garden at its bank with the expert advise of an horticulturist giving beautiful shape of land-scaping, ponds full of lily and lotus and ducks/fish. It would be a lovely attraction for tourism. The steamer service could be made well connected with the road transport up to certain points from Wazirabad to Akshardham which would be a source of revenue out of the international and domestic tourists. The money earned out of it could be utilised for its maintenance. Its major and prime objective/advantage of digging and removing the riverbeds would be to create natural long belt of reservoir for storing the rainy water. This would also save from the danger of floods and there would not be need of looking towards the neighboring states for water to remove its crisis in hot summer rather Delhi would not have fear of flood in case the neighboring state through excess water in odd weather/ situation. And the most important action should be taken by the Government to put penalties to the industrialist who are throwing unprocessed industrial waste in the river and serious action should be taken against them. The Government at the outlet points of the drainage Nalas should install the bio plants so that pollution of the river water could be stopped. 

For fulfilling this task of cleaning of Yamuna and for its beautification will not involve much budget rather the Government can earn money simultaneously of cleaning of the river. The Government may issue a public notice to invite builders and contractors to dig and carry sand from the river at nominal price viz.Rs.10/- per truck and this opportunity should be given for a certain period of time so that the work could be finished within certain framework of time (before the Common wealth Games 2010). This nominal price of sand will be an incentive to attract builders and contractors.

The project should be started at the earliest so that it could complete before the Commonwealth Games as it would be great interest of tourism too.
                                                                            
Similarly,Steamer service, land escaping and building beautiful gardens at the bank of Yamuna in the Historical city of Agra would beautify the city and could increase tourism.

On the same lines the tourism may be enhanced in the Historical Capital of Uttar Pradesh Lucknow where Gomti River flows in the heart of the city.

Happy to note that Delhi Government is thinking to clean Yamuna and some budget has been sanctioned for its decoration in the form of land-scaping etc. However until and unless the silt layered on the riverbed is not removed the whole process would be temporary relief like a pain killer capsule. The riverbed should be cleaned up to the depth of about five meter and its surrounding should be cleaned and then land escaping should be done. Accordingly at nominal rate i.e. at token charges the builders/transporters should be given permit to dig and take away the sand of the river from the stretch of twenty-two kilometers from Wazirabad to Akshardham  so that The steamer service could be made well connected with the road transport up to certain points from Wazirabad to Akshardham which would be a source of revenue out of the international and domestic tourists. In this manner some supporting revenue would be collected if not equal amount of the budget required for the beautification of the Holy River Yamuna.
Where are those intellectuals who were running “YAMUNA JIYAO ABHIYAN”? Why do not they start some constructive program with right approach and help and force the Government to act vigilant with watchdog eyes? Because lots of money- hundreds crores of Rupees have been expended for no use, and no one has its accountability. Where are the auditors? This time money should not be expended without keeping monitoring of the work done and the installments should also be fixed. Number of rivers in India are flowing through heart of the city and hundreds of crores of public money has been expended for their maintenance by our MPs/MLAs with the assistance of their associated administration but result is worse than worse. The reason is the infiltration of corruption in the nerves of the system which is known to an Hawker and up to the level of PM. The difference is in the language of expression. An Hawker can not define it in the language of political Science and Commerce as he does not possess the skill of articulation of words.

Let the beginning from Yamuna again, one more effort. However there is probability is that our politician will encash it at the first instance for UK travel to visit Themes River and expend public money.

When we would have Leaders of creative Leaders? It is too late now.
The time needs groups of social activists of the caliber of freedom fighters ( not mole freedom fighters, as even in the freedom movement many knowened freedom fighters did shake hands with British. Sh.Chandrashekhar Azad had to shoot himself due to that only. The seen is same. This time, public have to face to their own people and for that a movement for Electoral Reform is must.)

Policy of contractual job needs revision



India has become young as youth population is in majority nowadays. Naturally, the efficiency of youth is larger than a senior citizen. Time to time guidance of senior citizen to youth is very important to give the right direction to complete the task efficiently as well as economically. But senior citizen should not eat the bread of the youth rather they should eat less for their health which will also keep the society healthy. Senior citizen should generate the efficient work force before attaining retirement age from their job and should provide guidance time to time to the new work force to prepare them more skilled for the overall rapid development as well as to overcome unemployment/disguised employment of the country.

The role of government cannot be overlooked in this regard. The recruitment of Government job is decreasing and a trend of contractual basis job as in private sector has become very popular in the Government Departments. Specially the work of group-D viz sweeper’s job for cleaning floor, sanitation work of toilets, job of gardener to maintain gardens/lawns of the offices, electrician’s work etc.etc are being given to the contractors and contractors are exploiting the available unemployed youth and get the work done out of lesser wages than mentioned in record. They are doing this job below the minimum wages approved by Law/(Govt.). Some time educated candidates are doing waiter’s Job in Dhabas etc. and their skill is not being utilized rather retired / voluntary retired people are getting the contract basis employment in the Government offices. On the one hand the Government adopts the economy measure to decrease Government expenditure on the other hand expending more money on giving contractual employment to retired / voluntary retired people instead of lesser expenditure on new recruitment of energetic youth work force. The retired people should be invited for consultancy for some specific expertise as and when their skill is required rather than to work in place of an available regular post. New recruitment of the regular post should be done within a certain period of time rather to continue contract of the retired person. This is comparatively expensive, efficiency/out put is less comparatively to skilled youth (available in large quantity) and it is irresponsible attitude towards the future of the youth.
So, the Government should rethink towards the policy of contractual job and should not keep its policy at par of the private sector rather should have watch dog eyes towards private sector so that the private sector could not exploit their workers.

Social Justice


Hope, you would please, spare some of your precious time to share few of my thoughts, which are as under:
Social Justice is possible only if the representative of the people who are reaching in the Parliament, Assemblies of the States and Union Territories as well as in the Civic Bodies should be capable to handle their assignments with honesty and accountability. This cannot be expected until and unless the eligibility of candidates contesting the Election/s is not being redefined. Reforms should start from the top and not from the bottom or in between the two. Otherwise reforms in any field (Administrative Reforms, Police Reforms, Reforms in Judiciary etc. etc.)  would be a patchwork/ remedy for a short period just like a painkiller. Our country needs another revolution against the present system for real democracy  > justice for all.
The present system is being run by the compact triangle made up of Business Houses, MPs/MLAs (and their associating Civic bodies), and Bureaucrats and it is an open secret that corruption has been injected deep-rooted in all these heads of the system and their side effects have now affected even to a common man. It has become difficult for him to claim that he is not suffering from the disease of corruption. {Exceptions are every where exist.} The question is of degree only.
How can we expect honesty/justice from a department of a Ministry under the possession of a tented Minister the head of the stream?
So, we wish Social Justice, we have to think over on the following two points and the most important point is number 3 as under:
  1. The eligibility of the candidates contesting a election should be redefined at the par of a Government servant >(i. Qualification, ii.
Police verification, iii. Medical fitness and iv. Witness)
2.  as they are also drawing salary and pensioners benefits and other perks etc. If any selected candidate is under suspicion of involvement in any unlawful activity, he /she should be suspended till the decision comes at the par of the rule governing to a government servant as under him thousands of government servants work in different department of his /her Ministry. It would be the first step to stop Criminalisation in the Politics.
3. The expenditure on Elections should not be out of donations received                         from Business Houses as no businessman invests money without anticipating multiple returns. Till the donations from businessmen are permitted the corruption cannot be overcome which is the main hurdle for Social Justice as well as in the process of development.
 Who will do it? Absolutely, the initiative cannot be expected by the above-mentioned elements of the compact triangle. It needs public awareness by revolutionaries (the social activists) and force the Law making body to make amendment in the Constitution/ reformulate the Constitution and incorporate Electoral Reforms as a Law.

Spiritualism makes the mind free from pollution and brooms out rubbish from the mind and gives right direction of thinking for the betterment for the person as well as affects a society as whole. Simultaneously we have to amalgamate this approach with the materialistic world. So, moral and ethichs, which is the out come of spiritualism and combination of which is very important with the materialism to get order of justice.
                                                      
Academic community should restart exploring the important points to put in Electoral Reforms Agenda and Social activists/journalists should pursue it and force the Law making body the parliamentarians to put up and discuss it as Electoral Reforms Bill in the parliament to give it a shape as a Law which will help Election Commission and Judiciary in overcoming the injustice which would give the breath of real democracy for all.
